:latest is missing jdk 21 #604
Description
I noticed there is also another issue [#589 ] around this and
our team uses the latest tag for firestore emulator, and its not finding jdk 21.
❯ docker run google/cloud-sdk:latest gcloud beta emulators firestore start

according to this matrix, :latest should support firestore emulator as well,

Ofcourse i can move to use the :emulators tag, but i wonder if there are many other people that will be running into this issue soon as well.
