Support for Locality Policy in `GCPBackendPolicy`

GCPBackendPolicy is missing support for setting a Load balancing locality policy.

Having the ability to select different LB algorithms is the main use case for us to use HTTP Load Balancer.

Other config options (terraform provider, CloudConsole) support it.

Could you consider adding it to the CR?
