Guest agent should use IPv6 address for MDS when the instance network is set up to use IPv6 #301
Description
Per RFC 6724 IPv6 addresses are to be preferred over IPv 4. If an instance is configured as dual stack or IPv6 only the guest agent should access MDS over the IPv6 address, fd20:ce::254.
Using the IPv4 address in an IPv6 only configuration is also a violation of the standard and only works when guests make special provisions to add link local routing to the instance's network configuration.
