Automate upload for GAE's default service container #16
Description
The current default service needs to have a docker image containing the code to be uploaded to the artifact registry manually before the apply-persistent (see G3 docs) command can be run.
We would ideally want the Artifact repository setup and the upload of the docker image to the repository be automated as part of apply-persistent command that sets up persistent resources for e2e testing package.
