Create opentelemetry-gcp-auth-provider package for supplying GCP authentication credentials to Python's auto instrumentation.
The credentials are passed to gRPC/HTTP exporters to send telemetry to telemetry.googleapis.com.

Need to get open-telemetry/opentelemetry-python#4689 approved/submitted before this PR goes through..
