Update CI Image tests

Could you update CI Image tests workflow the same way you did in https://github.com/GoogleContainerTools/distroless/pull/1791/files to support 17.0.16

I would like to use the distroless image with the changes in this PR #1839

I don't this kind of thing warrants a new issue, it just creates unnecessary process for us. Commenting on the PR is sufficient to ping the devs.
