Provide inital timewarrior.cfg template with all configuration

If there is not already a config file when installing a Timewarrior instance, then install a template config file with comments briefly explaining syntax, and linking to further documentation. (Modifying an existing file is usually easier than creating a new file.)

Providing a file template with all possible (and maybe deactivated # uncomment next line to enable...) configuration values presented and documented might be helpful, but could also be overwhelming.

Also such a file needs to be maintained.

Currently I would stay with the present minimalist approach and focus on improving the configuration documentation (which should happen regardless of this feature)

Another idea would be a(n external) script doing a Q&A with the user to configure Timewarrior (see also #181 suggesting a setup wizard).

Currently, this is rather a discussion about how such a template – if implemented – would look like.

I don't think that this would be overwhelming, but rather helpful instead.

It would provide a quick way to see what configuration can be done which in turn gives an idea if timew can be configured such that it suits ones needs.

As a new user, I have no clue on what options can be configured or where to look for them.

man timew-config

suggests that timew config shows all configuration options.

This seems to be not true though, because it misses debug.indicator as mentioned in man 7 timew-config. There might be others?

Searching the source for == CONFIGURATION gives following man pages

man 1 timew-tags
man 7 timew-config

Though I have no clue whether this is everything and complete.

I do see the point of additional maintenance overhead to maintain the template, though it might be easy enough to auto-generate such a template based on the information you provide in the man pages, provided this includes all configuration options.

From my perspective, a setup wizard, as you proposed in #181, is a nice to have but does not remove the need for showing all available config values with explanation in one place.
