As a user, I want requests to automatically be created for a component requiring approval to use when that component is part of the automated assignment of components in a questionnaires, so that I can that the convenience of the questionnaires still works.

Acceptance Criteria
- Components that require approvals to be associated with a system still work as part of automated processing in questionnaires.
