Implement CI/CD pipeline #6
Description
A CI/CD pipeline that should build, test, package, and deploy target libraries to an artifactory needs to be implemented.
As of the time of this writing, an artifactory should be established. Currently there are two target packages: the RetCons library, and the RetCons.web library. The latter should be built to support easy replication for future platform packages.
