Add custom edit popup for the RTE toolbar link

When the user selects text and clicks on "link", show a link field like a popup to edit the link or delete it, is it possible to add this functionality in the RichTextEditor toolbar, now we just change the link Href via sidebar settings that would be annoying. I can not use CKEditor as well and I like to add here.
