Creating a custom "toolbar" / "RTE" on top of the existing toolbar to separate the icons

Hi all, would like to check if it is possible to create another "toolbar" when my component is selected.

This new toolbar will have different functionalities and design (color, alignments, icons) from the default toolbar. Ideally, the new toolbar should be aligned center while the old blue toolbar will be on the right side (as per default).

Looking forward to any solutions which might be possible to resolve this! 🙇‍♂️
