add the `isProtected` attribute to `ParameterRedef`

Parameter re-definitions of product systems (and their sub-systems)
can be overwritten in calculation setups. However, sometimes it is
important that specific parameter values are not changed (e.g. in
sub-systems of a system). These re-definitions can be protected from
overwriting by setting the isProtected attribute to true for them.
