Npcs stop moving after a while with long running docker build

Have left the server running for 3-6 hours without issue. It's unclear if this is due to:

1. User error - they disabled npc movement in config by mistake
2. Thrown exception - an error in the game loop caused npcs/ticks to stop progressing
