You can't configure IO Covers when there's an item in the offhand slot

Expected Behavior

I expected to configure covers regardless of whether I have any item in the offhand slot or not.

Actual Behavior

The cover can't be configured.

Steps to Reproduce

1. Have any item in the offhand slot
2. Left-click on any cover

Additional Information

This is a somewhat annoying bug because I usually have my torches on my offhand slot for light sources.

I second that, very annoying! Happens independent of modpack or any other mods.
