Fluid regulator can not adjust fluid amount

I found the bug on my cosmic frontiers server but bc Im playing an older version i tested it on a singelplayer with just gtceum and emi on the newest version

Expected Behavior

On a robot arm you can change the amount of individual items with a right click. This possible on the mode supply exact and keep exact with a item filter. But if you want to do that in a fluid regulator with a fluid you cant adjust the individual values with right click.

Actual Behavior

The Fluid gets deleted from the filter.

Steps to Reproduce

Place down a buffer with a fluid regulator. Put in the fluid regulator a fluid filter and change the mode to keep exact or supply exact. Drag a fluid from the item viewer into the filter slot and right click the fluid
