[Feature Request] Add support for only showing Parallel HDF5 debugging output in specific MPI processors

For debugging parallel HDF5, some users have noted that it could be helpful if one could specify a list of MPI processors as the only processors that would output trace/debug information. This would likely be implemented through use of the HDF5_DEBUG environment variable.
