Ingest Tess' RXTE light curve notebook from SciServer cookbooks

We are likely not going to use exactly the same source, see the comment I previously added to the SciServer convert notebooks issue:

"The idea of Tess' RXTE light curve notebook will be ingested into HEASARC-tutorials, but we're going to mix things up a little and use a different source - IGR J17480–2446.

Doesn't have too many observations, and looks like it exhibits some interesting time-varying behaviors!

Tess demonstrates the re-processing of RXTE data (I think so anyway from my skim) - I might pare that back to just using existing products to simplify the notebook, as I will at some point create RXTE-from-scratch tutorials."

This seems like it might be a good opportunity to demonstrate XGA's light curve and aggregate light curve classes - I had to do some fiddling around to make them work, but will be easy to get into XGA.

My main thought now is that I'm not sure where this notebook is going - the spectral demonstration had XSPEC fitting in, but I don't currently know how to do that for light curves.

Potentially could try to use some simple methods to try and automatically identify bursts, which they did manually for the source we've chosen for this demonstration (https://iopscience.iop.org/article/10.1088/0004-637X/748/2/82)?

Decided that we will include the generation of new light curves in this notebook, at least for PCA data. We'll use it to make light curves with two second bins to match the paper and what they did to identify bursts (though they did it manually).

Sent an email to Manu Linares (the author of the paper we're using as inspiration) asking if he still happened to have a table of the manually identified bursts - not in the paper.

Would be nice to have as a ground truth for what I think will be the final part of this demo, using a simple machine learning technique to try and automatically identify bursts (isolation trees for example - https://scikit-learn.org/stable/modules/generated/sklearn.ensemble.IsolationForest.html)

I've made changes to XGA that should make it useful for this notebook, but haven't yet created a new release. Once I have this notebook will require XGA v0.6.2 (the likely new version) or newer
