records: add functions to allow hepdata-cli to attach INSPIRE ID and finalise records #867
Description
Similar to the existing /record/cli_upload function, new functions should be added which log in to HEPData, then call the attach_information_to_record or finalise functions (if the user has Coordinator permissions for the relevant record). This is needed to address HEPData/hepdata-cli#6.
