HMCL Issue 列表太乱了 ……，但看了一眼 Github 的权限控制发现并没有单独控制 Issue 的权限，
于是我就写了个 Github Actor，绑到了 KOOK 的 Gold Fish 分组，允许大家通过 KOOK 发送一段命令来关闭一个 Issue
