Remove NCL dependency

Either NCL should be replaced, because it is deprecated and obsolete.

The alternative would be to make NCL's installation (and running) straightforward, comprehensive, not too bloated and robust, but this is hard or impossible. The following instructions illustrate that (or at least when you execute them this becomes clear) and are included here for potential reproducibility only (when replacing the NCL scripts).

These instructions work on JURECA and install NCL 6.6.2. Use $PROJECT/$USER/ instead of $HOME, because including dependencies NCL needs a whopping 2.4 GiB of diskspace.

we should by all means get rid of deprecated software. Supporting this any longer will just increase the pain

I agree! I just try to run it with NCL first, s.t. it is clear to me what input is needed, and how the output is created. Then I can think clearly how to do that with better, future-proof software.

update: I can produce a SCRIP file with this (using /p/largedata2/detectdata/CentralDB/projects/z04/detect_grid_specs/grids/EUR-11_450x438_grid_inclbrz13gp_v2.nc as an input). Next step to see if I can reproduce this with another method.
