modify FMAX in surfdata when changing soil characteristics #14
Description
The variable FMAX - maximum fractional saturated area should be changed when the soil characteristics are replaced.
The parameter is used, when the CLM namelist parameter use_vichydro is set to true. This parameter is experimental and by default false as well as in our configurations.
Just for the sake of consistency of dataset it would be good, if this surface-dataset parameter is adapted when the soil characteristics are replaced.
