NodaTime Timezone Provider

Hi @odinserj,

We have an app that uses NodaTime timezones throughout and we would like to use it with Hangfire to keep things consistent and avoid dealing with the complexity of the .NET timezones by using a dedicated timezone package. In here (#327) you wrote that using NodaTime would be possible via custom timezone provider implementation, has that been implemented please? If so can you guide us how to use this feature?

There's the ITimeZoneResolver interface, but it was made mainly for the https://www.nuget.org/packages/TimeZoneConverter in the early days of .NET Core to support Windows/Linux interoperability issues between tzdb names and Windows timezone names. However, the project is based on the TimeZoneInfo class, so I don't think it's possible to use NodaTime there – abstracting almost everything is incredibly difficult, and Cronos itself doesn't support NodaTime yet.
