Implement Frontend Module Creation API

Implement Frontend Module Creation API functionality:

• Add create_module method to TerraformModuleClient class
• Handle parameter validation and error handling
• Add proper JWT token authentication
• Implement response handling and error reporting
• Add unit tests for new functionality
