save/load randomizer settings

it'd be nice to be able to save presets of settings for seed generation. this will become a more pressing issue as we implement more robust location exclusion and enabling/disabling specific glitches/tricks

Glad to see that this has already been requested. The improvements to Rando settings over the past year have been absolutely phenomenal, but I still hope to see this one soon :)
