[Feature Request] Preserve Interface Aspect Ratio On Resize

While the ship currently supports specifying the location of interface elements, it would be nice if we had an option to preserve the original location of a specified aspect ratio (4:3 or 16:9) interface when the window is resized. This would make it easier to have a consistent experience on widescreen and ultra widescreen monitors/resolutions.
