Rollback constraints in compareAppliedTypeParamRef (scala#22339)

This PR adds a `rollbackConstraintsUnless` in
`compareAppliedTypeParamRef`. It is required in case the call to
`directionalIsSubType` introduces constraints and the call to
`directionalRecur` returns `false`.

Fixes scala#20519
