Improve application resilience when there is a disconnection from the database #257
Description
It seems the state machine silently stops its operation when there is a disconnection from the database. We've observed this in https://github.com/HathorNetwork/on-call-incidents/issues/200
The application should be able to recover from this kind of problem.
