142: apksigner: not found #174

Problem description
Some devices cannot sign any apks, as they get a 142: apksigner: not found error
The example here is from a switch, as another person where it happened on a phone didnt reach back with more info
Steps to reproduce
Try to sign any apk on a device that doesnt seem to like it
Expected behavior
APKsigner should not complain
