Refresh counter showing when no free refreshes are available #4690

Expected Behavior

Only show the 'Free Refresh Counter' when there are free refreshes available.

Actual Behavior

Free Refresh Counter appeared and displayed '1' when I had no free refreshes, and hadn't had any refreshes -- but the 1 cost spell which gave them had appeared in the shop.

Steps to reproduce behavior

not sure, just wanted to get it logged.
