F-16C_50 Interface- No Fuel Flow Binding

F-16C Interface doesn't have a "combined" binding to accommodate the Fuel Flow gauge. It has the independent counter bindings, but no Action to go with the given bindings.

This was actually fixed and tested in another of the many incarnations of the DCS Viper interface. I'll move the code and definitions into the publicly available interface.
