Server should send EOR.IMAGE_DONE (1) instead of EOR.WINDOW_DONE (2) when image is complete

When the client received all potential data of an image in a session, the server should reply with 1 (EOR.IMAGE_DONE). ESAJPIP sends 2 instead (EOR.WINDOW_DONE).
