One should be able to specify that material is not paving_stones in "paving stones material" quest. #911

PR #894 by @dokutan introduced "What material are these paving stones made of?" Quest
Use case
Sometimes however, the material is not paving stones, even if mapped as such1. Currently, one can only leave a note (or use a raw tag editor), which is cumbersome and/or error prone.
Proposed Solution
The quest "What material are these paving stones made of?" should have Uh... answer Surface if different, just like e.g. smoothness quest ("What's the surface quality of this road here?") has, which would allow to easily select different surface.
