The detectBackendSupport() method was incorrectly returning NOT_AVAILABLE when CL.create() threw IllegalStateException with "already been created". This occurs when OpenCL is initialized elsewhere in the test chain before TestSupportMatrix runs. Now treats "already created" as success since OpenCL IS available.
