[FEATURE] max_views default value

Description

From what I can see there is currently no way to set the default value of "max views" for secrets, in the GUI or via environment variable. It would be nice to be able to set this in managed mode, similar to how HEMMELIG_DEFAULT_SECRET_EXPIRATION currently works.
