Describe the bug
We are managing a 'sold out' event.
Customers are writing in asking for tickets to be transfered to other attendees.
The only way I can see, is to cancel the origianal Order, whithout issuing a refund.
Then manually creating tickets in the system for the target user.
This has led to the Gross Sales report now saying we have sold fewer tickets, and a reduced revenue amount.
Maybe I am mistaken and a refund has been issued, but the order shows up as cancelled, but not refunded.
Note: We also can't simply reassign the order to a new name/email address as the platform prevent us from doing that because it wants to consume new tickets to do that, and our event is sold out, so it says there are no tickets available.

To Reproduce
Steps to reproduce the behavior:
- Create an order buy making a purchase.
- Check the Gross Sales.
- Cancel the order without issuing a refund.
- You should now see that your Gross Sales are reduced, despite not issuing a refund.
Expected behavior
Ideally, I would like a way to reassign an order, invalidate the associated participants and allow the new owner to populate the participants themselves.
