Not accessible to local dev environment with its IP address from mobile or other PC

Hello guys.
I am on customize client of hubs.
I want to debug on mobile device, so I tried to access with IP address of local PC from mobile, but I can't access due to CORS issue.
I tried to access from other PC, and tested again in local environment.
When I open with https://localhost:8080, it is working well, but https://my_ip_address:8080 doesn't work.

To fix that, I cloned the latest hubs, but same here.
I also referred following issue page, but I didn't fix yet.
