Percent argument for progress bar didn’t work

This is my hugo website deployed using Netlify : https://chaimabgh.netlify.app/
I want to add the ‘percent’ argument, that is programmed in skills.html, to add a progress bar for each skill in the index.md file, but it didn’t appear ! this is my code : https://github.com/BOUGHANMIChaima/jiji
How can I fix this.
