Add capability flags to the model description #18

This issue changed the title to be more precise and effective in developing a new major release.
The possibility for the user to declare capability flags should be enabled.
For example, the intermediate update mode, which is only available in FMI 3.0 and allows one to query a model between two communication points, should be disabled with recursive deep learning models, which are trained to be fed with constant time step data.
Investigate potential issues with recurrent models when called with a time step that is not the one they were designed for.
