Expand Users Table

Would we be open to expanding the Users table to include columns for

bio, image, contact, category, and nickname

This would allow us to make these OPT IN and expose them for

• Add Bio, Picture, and Filtering to the USERS endpoints USACE/cwms-data-api#1496

And if a user is ever removed from the database, their subsequent metadata would be removed too.
