US NAT version

The latest version 3.1.5 has made breaking changes to US NAT section

• SensitiveDataProcessing field introduces several new categories (13-16)
• KnownChildConsents field introduces new age range

but the version is still 1 in the readme and the code.
I assume getting the version right is important for clients parsing the GPP string when there are two possible versions. It is still possible to set version 2 explicitly.

I'd like to upvote this issue. We are attempting to parse US NAT sections generated by iabgpp using other parsers (different languages) and they fail on the incorrect version number, as it specifies a different length for the section.
