Update Python SDK documentation with version-specific Python requirement (#946)

* Update Python SDK documentation with version-specific Python requirements

- Add minimum Python version requirements for different UID2 Client versions:
  - v2.8.0+: Python 3.10 or higher
  - v2.6.0: Python 3.8 or higher
  - v2.5.0 and below: Python 3.6 or higher
- Add Release Notes section with link to GitHub releases

* Update Python SDK release notes section with more descriptive text
