Adding panels component from Dashboard: seeking feedback

As part of applying the design system to the Dashboard a "panel" component was added. To ensure that this is used consistently across the IATI estate it would be useful to add this to the design system (a similar element is used in the Validator).

I have implemented a draft version of this (see screenshot below) but it would be good to get some feedback on the component before any more work is done.

In particular, I think it might be good to allow for different background colours, in a similar vein to callouts but would be interested in feedback of how downstream users might engage with this. For example, we could have a .iati-panel--green and .iati-panel--red but should this just change the background of the body, or the header as well (my feeling is no).

The Dashboard long-page design work that Agile.coop are currently implementing includes a very similar element:

I would suggest that once that work is complete and we come to roll it out to the Dashboard we make use of that design. There are several variations included in the designs, and we may want to add more over time.
