User level role access in hyperledger

Hi, is there a way to achieve user level roles/access in hyperledger like, peer0 having read only access and peer1 having read/write access to ledger on the same network.

If yes, is it a configuration level change or is it a change in go code?
Have anyone tried similar things? Please help me on this..

I am running multipnode/multipeer example on below setup ( https://github.com/IBM-Blockchain-Archive/fabric-images/tree/master/docker-compose )
Windows 10 platform
Docker (Non-Vagrant)
