Extend IAM token manager to accept IAM client ID and secret

We are seeing increased number of 429 responses from IAM.
One of the possible solutions for this type of error is to pass IAM client ID and secret - this can increase the rate of the requests to IAM.
Currently its not possible to do that of override the authenticator with a custom one.
