Fix Python 3.10 dependency clash

python 3.10 does not work with the current requirements.txt
SQIRL runs if one uses more recent versions:
torch==1.11.0
numpy==1.22.1
but haven't tested if the RL learning is fine.

we should address this, or recommend python 3.9 so that it works out of the box.
