Raise error when using both enthalpy of formation and heat of reaction

After troubleshooting the HDA flowsheet with @tannerpolley , we discovered that, if we use include_enthalpy_of_formation=True, then we should have include_enthalpy_of_reaction=False so the enthalpy of reaction doesn't get double-counted. An exception should be raised to make this fact clear to the user.
