Pcapng Readers and Early end_of_opts

The specification says that readers SHOULD support blocks having no end of options, but does not clarify whether early ends to option fields is valid, for example I have a variable options block that has an end of options before the end of the block. MUST/SHOULD readers support this and do they still treat the block length as authoritative?

Obviously this kind of block would have to come from a pathological writer not following the spec, but I though it best to ask anyways.
