New api endpoint for Local Unit Health units

We need to create a new endpoint for health local units that provides all health related attributes as well.

Only Health units should be provided (Type= 'health care', Type Code = 2)

Filters on the endpoint: Region_id, Country, ISO3, Validated, Subtype
