Stopwatch keeps ticking after Execute Cell completes

I can execute cell okay, but the stopwatch continues to tick. The only way to stop it is to execute another cell - which does not start but instead times out the kernel.

Have I missed something in setting the environment ? Or is there some setting I can change? Or is it a Vs Code issue?
