Overview of the Feature Request
According to user feedback shared in https://groups.google.com/g/dataverse-community/c/OWF3BwnSOFM/m/SH9WE9VbAgAJ and the discussion today in the frontend weekly meeting, the tab name “Terms and Guestbook” can be confusing for some users. To reduce this confusion, we can change the tab name based on the user’s permission level. If a user has permission to edit the dataset, the tab will be labeled “Terms and Guestbook.” Otherwise, it will be labeled “Terms.”

From the discussion, it's mentioned that in a long run, we could separate Terms and Guestbook to two tabs for a future refinement.

Show "Terms" to dataset downloaders or guest users, show "Terms and Guestbook" to editors
